ROLE OF MEDIA
IN THE EMERGING NEW WORLD ORDER
Dear conference participants, ladies and gentlemen!
I feel contentment for participating in this grandiose
conference and I warmly greet all of you. I want to mention
with great satisfaction that current conference is dedicated
to the discussion of the most world global issues and I
also, being the appreciator of democracy, peace, security,
nuclear disarmament, human rights protection, justice,
healthy ecology and equality in the world applaud this
arrangement.
We live in more
developed but very perturbated worried world in last decade.
In different parts of the world – in Africa, Asia, Caucasus
and in other regions there are military conflicts and wars
which remain unsolved and their solution has certain
difficulties. People are divided into high and low levels
depending on their nationality, race and religion, and all
people and countries have the right to live peace, security,
they have equal rights. I think, as the main idea of this
conference is «The main justice in the world» just combines
all these human values in itself and there is great
necessity for emerging new world orders in order to achieve
these values. The famous Indian City Montessori School (CMS)
has done and is going to do great work in this direction.
In the
establishment of the school, taking as a criterion word of
an ancient Indian philosophy Vasundhauv Kutumbakam «All
world as a family» and choosing as a motto Mahatma Gandhi’s
word «Do kindness to all world» by creators of the school
miss and mister Gandhi’s has to draw everybody to think and
struggle for there. Especially, the media organizations and
mass media has to work in this direction for emerging new
world orders for supporting peace and security, human rights
protection and for obtaining equality, and all media
organizations have to come together realizing of this idea.
It is an undenied fact that, today there is no enough
guarantee for establishment after peace and security and
there are emptiness in the activity of Security Council and
in General Assembly of the United Nations in this direction.
The resolutions accepted by UN on military conflicts and
regional security in many cases remain unfulfilled. I am as
a citizen of a country which is involved in the conflict
since1988, and from the beginning of 1990th to intensive war
and more than 20% of its total territory is occupied by
Armenia, being the inhabitant of Garabagh region native
land, in his house, his relatives and most of his relatives
live in under miserable circumstance up to day I can say
that four decisions of the UN which required from Armenia to
release the occupied territories of Azerbaijan are still
remain on papers. Such kind of facts are still existing.
The existence of
the planet in peace, security and without nuclear weapons
and the idea of friendship and equality of all people all
over the world is the standing theme of media. Today, the
ideology of struggle against, international terrorism, kinds
of wars, regional conflicts, violence of international law,
corruption, narcobizness and conflicts occurred on the
National background and the wishes on emerging new world
orders what will be able to prevent occurring of such kind
of cases became the focus of daily activity of mass media.
Of course, media members are undergo death, prosecution,
violence in their activity and they are involved in the
unnecessary court conflicts. According to being the director
of IPI in Azerbaijan I can say that, up to the definite
period the number of murdered journalists in 2004 is over
one hundred. In comparison in 2002, the member of dead
journalist is more in 30 persons. Since occupation from
March up to day in Iraq of the number death journalists were
62 people. There is such a saying that the 2004 can be
written in the history as the worst year on number of death
journalists.
The pursuits are
going to be continued. For example, after 18 months release
Mordechai Vanunu for spreading information about the nuclear
arsenal of Israel after 6 months again was arrested by the
Israel police. Because his information confirms the opinion
of experts that Israel is one of the six biggest countries
in the world for keeping the nuclear arsenal. At last,
democracy and free media established on behalf of the
journalists is achieved by daily losts among them. I regret
that, international structures and international
organization on human rights protect: on very occasionally
defense the rights media members the rights who fight
against terrorism and military conflict.
I want to mention
that at present time military expenses per man increased and
reached the level of 159 $ USA. There are 19 military
conflicts in the world which still going on. But it is
important fact that all conflicts solve by peacefully.
By the way, I
would like to note that International Eurasia Press Fund
(IEPF) lead by me was established in 1992, in period when
the territories of Azerbaijan was occupied by Armenian
aggressory and the aggressive war was intensified. And the
main goal of IEPF from the first day was to get the true
information from the conflict zones, to bring it to world
community notice and to direct the mass media
representatives’ attention to this direction. So the IEPF,
organized more than 100 visits of people diplomats,
educators and journalists from the different countries of
the world to the conflict zone. We joined to the struggle on
military conflicts, violence’s, terrorism, not only for
Garabagh conflict, but in Caucasus human rights, wholly in
the world. From the first period the IEPF chose the motto
“Peace at home, peace in the country, peace in the world” as
a direction of its activity, as a media organization the
IEPF actively joined the peacekeeping actions. From 1999 the
IEPF is the participant of the Countries of Independent
Community and the member of working group on control and
prevention conflicts. Besides, organization is a member of
Survey Group on controlling crisis in South Caucasus of
concorsium partnership for Peace of Defense Academy and
Security Investigation Institute within “Marshal” center.
For obtained success in peacekeeping actions Fund became a
member of International Peace Bureau since 2001
Basing on my own experience I can say from my experience
that media can and has to play the leading role in the
emerging of new world orders that will serve to establish of
peace, security and equality. Because the victory of human
ideas and values is the main aim of media to be achieved.
In all countries of the world the society is controlled by
the low. That is why, present situation in the world demands
to create the International Law which will be accepted and
used by all continues of the world. Of course, International
Parliament can adopt this Low. As usual, great and
sustainable mission falls on media. Media as usual has to
demonstrate its bellicosity, great solidarity and has to use
its propagandist, organizing, mobilization ability and
maximum role in the emerging of and accepting the new world
law. International Media organizations have to take active
part in emerging of new world orders in order to achieve
development of peace, security, nuclear disarmament, human
rights protection, worldwide citizenship and global
management, safe and healthy in the world. International
Peace Bureau, International Journalist Federation,
International Institute for News Security, International
Freedom of Expression Exchange, World Free Media Committee,
Journalists Protection Committee, Reporters without Borders
and other media organizations have to conduct awareness and
coordinating works among media organizations.
It is important
to provide participation of famous media organizations and
their members in preparation of International Law regulation
that reflex new world orders. Of course, in this case UN has
to support these organizations.
At the end of my
speech, I express my heartily gratitude to all members of
the conference and I feel contentment for being participator
in this conference which dedicated to the discussion of
important human issues. I believe that conference conducted
in the frame of very principal and efficient discussion will
give its successful results, and decision it accept will be
a document which will stimulate world to the security planet
for everybody despite their race, nationality, religion and
guarantee for peace in the world.
