THE GLOBAL IMPROVEMENT OF THE
SOCIAL SITUATION OF THE POOREST

Part I : Foreword
Throughout World history social theories have
been developped to help the poorest.
When we are looking at the world of to-day we
must say, without hurting anybody´s feelings,
that the results of all these efforts have been
unsatisfactory. What are the reasons? A lot of
answers can be provided:
1. Our uncapability to preserve our environment
2. Violence
3. Lack of health
4. Lack of education
5. Lack of money
6. Lack of jobs
7. Natural desasters
The product of these deficiencies have been
hopelessness,homelessness, loneliness,
helplessness. Human despair again has been the
product of these four deficiencies. The product
of human despair again has been terrorism.
When we study the course of the development from
the deficiencies of world society to terrorism
we are able to recognize easily that it does not
make sense to fight terrorism with soldiers and
policemen. The best means to fight terrorism is
love.
This is
exactly what George W. Bush, President of the
United States of America, does not understand.
Therefore he is only a mediocre President of his
great nation which has deserved a better leader
than he is.
The implementation of love for mankind, however,
must be organized in the right manner to make
sure that it will be of help for the poorest. In
the subsequent five parts of my essay I shall
develop a proposal to reach the goal.
Prerequisites for the implementation of my
proposal will be:
1. The will of the political leaders
2. Broad support by all mankind
3. Money
4. Trained personnel
5. Infrastructure
6. Furthering and not hampering laws
Based on these suppositions, the help for the
poorest will be organized as described in the
next six parts of my essay:
1. Part I : General (see to-days publication)
2. Part II : The World Citizens´Centers
3. Part III : Universal Procedures to resolve
conflicts without violence
4. Part IV : World Citizens´ Rescue Army
5. Part V: World Police
6. Part VI : World Government
